Initiatives Of Karnataka State Police

The Karnataka State Police has been continuously working towards achieving greater heights and the police force has been relentless in its efforts in achieving this mission. In the year gone by the state police has come up with several initiatives that would improve the work conditions of the police force.

Some of the initiatives are:

  • It is very demoralizing if there is delay in promotion to higher ranks especially when the vacancies exist. Sometimes officer retire without getting promotion due to such administrative delays. PHQ –Karnataka has taken a serious view of this so that officers do not have to run around from pillar to post for their promotions. The first step taken by PHQ is to publish final gradation lists of all ranks in police and ministerial staff up to3I st Dec 2012 and the process shall continue. It was noticed that many officers retire before getting confirmed in regular cadre, which was unfortunate.This practice has been discontinued, now only regular promotions will be given unless there are legal and administrative reasons beyond control.
  • Welfare of the family members of the deceased policemen on duty is the responsibility of the department. Giving appointment to next of kin on compassionate ground is one such commitment and welfare measure. Steps have been taken to expedite appointments on compassionate ground, either in police department or by forwarding their cases to the regional commissioners.
  • To streamline the functioning of the PHQ, the premises have been brought under single wifi. File tracking software has been very effective. It tracks the movement of the files and reference to ensure speedy disposal. Colour coding of files facilitates faster movement. Some of these steps can also be replicated at district level.
  • “Permission” for passport applications has been simplified to mere “intimation”to the competent authority.”Permission” to buy or sell property has been simplified to mere “intimation” (unless these are with persons having official dealings or those not of repute) and these intimations can be given to the competent authority directly by removing the so called “proper channel”. These measures should cutdown the unproductive delays in the administration. Many more such procedural simplifications will follow in current year.
  • Karnataka in the country is the first state to provide comprehensive medical checkup for all its personnel every year. As per the feedback of the unit officers, more than 90% policemen and officers have already undergone first ever exhaustive medical checkup during 2015. This measure will go a long way in timely prevention of diseases and ensure a healthy police force.
  • Under Police Gruha 2020,2786 houses have been completed and handed over to policemen and officers. Next phase which has already started will ensure good quality quarters for policemen. These quarters have two bed rooms and two toilets which is the basic need of a police family.
  • KARNATAKA STATE RESERVE POLICE: KSRP has been neglected since decades. 2015 was exceptional for reforms in KSRP due to upgradation of 1181 posts from constable to head constable and 732 posts from head constable to ARSI (Armed Reserve Sub Inspector). Substantial numbers of promotions were accorded. The number of years required for getting promotion to the rank of ARSI has reduced from 39 to 30 and to the rank of HC from 26 to 19. For the first time 95 posts of followers were up graded and 106 followers were promoted as Jamedar followers. Until now, most of them were deprived of even a single promotion in entire service. Removing stagnation in KSRP has boosted their morale.
  • A new training school for the recruits of KSRP and IRB (Indian Reserve Battalion) at Belgaum has been sanctioned by the government. Massive infrastructure development at Hassan, Munirabad and Bijapur battalions is in progress. 2015 was also exceptional due to completion of construction of six new training schools at Hassan, Dharwad, Thanisandra, Aimangala, Kaduru and Mysore. Of these PTS Dharwad and Mysore are fully operational and remaining will be made operational very shortly.
